Malik Edwards advises clients on all aspects of doing business with the District of Columbia government, with a focus on Certified Business Enterprise (CBE) compliance and navigating the District’s complex contracting and procurement process.
Washington, DC’s CBE contracting laws are the most progressive economic inclusion requirements in the country and affect almost all local government contracts and real estate development projects. Mr. Edwards helps Developers and companies comply with the CBE laws by identifying Small Business Enterprises (SBEs) and CBEs to subcontract with, drafting CBE agreements, and filing all necessary reports. If a client cannot meet a CBE goal, Mr. Edwards can assist in obtaining a waiver from the Department of Small and Local Business Development (DSLBD), or defending against any enforcement action brought for non-compliance.
For companies hoping to do business with the District, Mr. Edwards can help obtain CBE certification, identify government contracting opportunities, respond to solicitations, and generally understand the District’s procurement process.
Mr. Edwards also leads the firm’s renewable energy practice. Clients seek his advice on issues associated with the development, purchase and sale of renewable energy and storage projects, including the negotiation of power purchase agreements (PPAs) for the procurement of renewable energy and associated credits (RECs). Representative clients include the District’s Public Service Commission and DC Green Bank.
