Heather D. Ruhlman

Heather Ruhlman is a Senior Paralegal in the Washington, D.C. office of Tiber Hudson LLC, where she supports the firm’s attorneys on a broad range of transactional matters. She joined the firm in July 2026 following a distinguished 21-year career in the United States Air Force.

Ms. Ruhlman began her military career as a Security Forces member before transitioning to the Air Force Judge Advocate General’s Corps, where she served as a paralegal for 16 years. Throughout her service, she was assigned to duty stations in Georgia, Iraq, Germany, and Colorado, supporting a wide range of legal practice areas. Her experience includes criminal law, government contracts, fiscal law, labor and employment law, international and operational law, and space law.

Drawing on her extensive military legal experience, Ms. Ruhlman brings a practical, detail-oriented approach to supporting clients and attorneys in complex transactional matters.

Ms. Ruhlman graduated from American Military University in 2020 with a bachelor’s degree in psychology.
